Safety at Workplace related to the working environment at a company and encompasses all factors that impact the safety and health of employees. This can include environmental hazards, unsafe working conditions or processes, drug and alcohol abuse, and workplace violence.

Safety at Workplace – SOP for Safety Management

1.0   PURPOSE:

    • This procedure will provide guidance to establish a safe working (Safety at the workplace) procedure to protect our contract worker/employee against any injury/illness at pharmaceuticals drug manufacturing plants.

2.0   SCOPE – SAFETY AT WORKPLACE:

    • This procedure is applicable to all Projects, all department contractor workers who are engaged in different activities at pharmaceutical plants.

4.0   RESPONSIBILITY:

    • The user Department shall be responsible to ensure the Safe Working procedure (Safety at the workplace) to protect our contract worker against any injury/illness.
    • The user Department shall be responsible to conduct training on Safety at the workplace to relevant staff on the guidance of the Department Head / EHS Head.
    • Department Head / Area in-charge shall be responsible to monitor the safe working procedure (Safety at the workplace) performed in their work area.
    • Head EHS / EHS In-Charge/Designee. shall be responsible to train all user departments regarding the safe working procedure (Safety at the workplace) & also coordinate with relevant function heads to implement this SOP.

    • DEFINITION:
    • Contractor:
    • The company or person carrying out and overseeing the work for the parent company in accordance with the contract.
    • Un-Safe Condition:
    • Physical conditions at the workplace (Safety at the workplace) make it unsafe e.g. – unguarded moving parts of a machine, lying of cable or pipe causing a tripping hazard, spillage, and leaks, etc.
    • Unsafe Act:
    • Practices performed by individuals that are hazardous in nature, e.g. – taking the shortcut, rushing, horseplay, not wearing PPE’s, not following sops.

6.0   PROCEDURE – SAFETY AT WORKPLACE:

    • Security Department:

    • The Security Officer shall obtain a list of all persons along with their tools from the contractor’s supervisor.
    • The Security Officer shall ensure that the entire employees are holding the identity card and shall produce the same on demand.
    • Personal & administration Department:

    • Coordinates with department Head / EHS Head / Function Head to review the safety standard (Safety at the workplace) of contractor’s People from time to time.
    • In the event of a Contractor’s work injury or illness, he shall assure that an accident investigation reports prepared and copy transmitted to all concerned and Safety Depart.
    • However, the origin of the accident report will start from section Head of the department in which the contractor’s labor was deployed.
    • Department Head / Section Head / Shift In-Charge:

    • Be aware of any labor contract job/engineering fabrication/maintenance job/project engineering job which shall be done in his / her area.
    • Ensure that the contract worker has identity proof with the name of the supervisor.
    • Explain the contractor supervisor the inherent hazards present in his / her area and use of proper personal protective equipment.
    • Ensure that they are aware of what to do in case of fire by asking simple questions e.g. – Emergency Number and the name of the contact people.
    • Brief the contractor’s supervisor about the restricted area where they must not move around.
    • Show the contractor’s supervisor and his people, the nearest fire system and when to use them.
    • Ensure the necessary personal protective equipment (PPE’s) used in the respective site.
    • Ensure that the contractor people who are working in his area comply with the use of safety appliances (Safety at the workplace) as per the procedure/guideline.
    • Observe that the contractor people use the proper area for lunch.
    • Ensure all the equipment used by them are safe.
    • Ensure the contract people working in his area to control and maintain good housekeeping.
    • In case any incident, while working at the site, shall inform to EHS Department / follow the procedures as per SOP – “ Incident Investigation, Classification & Reporting ”
    • Engineering Department – Section Head / Engineering Head / Project Engineer:

    • Assure that specific safety requirement (Safety at the workplace) for the job includes in the work order to the contractor (Refer Annexure 1)
    • Prior to commencing the work, the section head shall inform the concerned department or section / Shift in-charge to explain the safe working procedure to the contractor’s supervisor and use of personal protective equipment (PPE’s)
    • Ensure that the contractor’s people accept by  Safety rules (Safety at the workplace) when they are in the job.
    • Counseled on the hazards and risks related to unsafe conditions.
    • Assure that electricity, water, steam, or other plant services are available to the contractor.
    • Provide the necessary information or hazard and the required personal protective equipment (PPE’s) as laid down the individual work area to the contractor supervisor on request.
    • Responsible to get back all the PPE’s from the contractor supervisor after the work is provided by the company.
    • Directly responsible for any incident of contractor people and report as per SOP – “ Incident Investigation, Classification & Reporting ” and also take part in investigation of the incident.
    • Inform the security officer and the concerned department/section/shift in-charge at least two hours prior the contractors worked overtime or any hour difference from general shift / A, B & C shift on any day when shall be present.
    • Ensure that the contractor people maintain good housekeeping practices after job completion.
    • For any specific job, Perform the Job Hazard Analysis with control measures.
    • Evaluate the need for any specific training for a job and impact them at the time to time.
    • Disciplinary Action Process:

    • This process defines a methodology to take disciplinary action against contract people for violating the site safety rules (Safety at the workplace) and the condition mentioned in the PO or contract.
    • This is applicable to contract people working in project and engineering jobs on site.
    • A contractor or vendor with repeated serious violations and incident records shall be recorded and disciplinary action is taken before considering him/her for future projects/jobs.
    • If any kind of unsafe work observed during their job, they will be fine as per the list below and the same is debited in his bill as per issuance of the debit voucher.

8.0   ANNEXURES – SAFETY AT WORKPLACE:

Annexure 1: Safety at Workplace Requirements for Vendor / Contractors / Service Providers.

  • Below mentioned the Safety clause / Points at the workplace to be added in PO or Service order to fulfill site EHS requirements. Additional points shall be added on case to case basis.
    • The contractor/Vendor will bring required PPEs like
      • Safety shoes,
      • Goggles,
      • Hand gloves ( normal or for welding as per requirement),
      • Welding hood,
      • Face shield,
      • Nose mask,
      • Earplug,
      • Full body harness,
      • Barricading tape,
      • Gumboots, etc. as per the requirement of job or area-specific.

NOTE: All PPE’s shall be ISI or CE approved only.

    • All PPE including safety helmet, safety belt, and other important accessories monitored by each contractor.
    • PPE violations or following of unsafe practices, the contractor shall punish with
      • Penalties,
      • Warning letters,
      • The sacking of responsible contractor workers and staff,
      • Stopping of contractors works temporarily till he complies with all requirements.
    • Conducting regular safety toolbox talks for educating contractors by our project/EHS team to generate awareness in them for Safety at the workplace.
    • The potential threat to the contractor that the continuation of unsafe conduct will result in the termination of the contract and getting disqualified or blacklisted permanently.
    • No loose connection allowed, all power tools shall be with proper 3 pin top & ELCB as per requirement.
    • All Electrical panel and cables for temporary construction power supply and distribution with appropriate safety measures built in the design of these panels
    • Only an Extension board with 32 Amp. allowed.
    • Prior to issuance of the work permit, check all power tools like Breaker m/c, grinding m/c, welding m/c by the Electrical department.
    • Every contractor to nominate his Site Safety Supervisor at the site and supervise the area with coordination with the site in-charge and Safety in-charge at regular intervals.
    • Take the work permit as per company Safety rules before starting the job through Job initiating department, like Hot work for welding, cutting, grinding. Height work, Vessel Entry permit- To work in any vessel or confined space.
    • Perform and submit the Job Hazard Analysis for critical activities or those which pose danger to human life.
    • The contract workers shall be medically fit to perform his duties.
    • The contractor shall cover necessary insurance and comply with all statutory requirements as per statutory regulations
  • For Welding work welding machine shall comply with the below-mentioned points:

    • Fix ELCB with 30 mA leakage current on the welding machine (for both 1 Phase and 3 Phase machine).
    • Check the Earthing of the welding machine.
    • Supply cable shall with proper lugging and without joints.
    • Take enough length of the Earthing cable with holder.
    • Check the functioning of the power on-off switch on the machine.
    • Make available the insulated handle to increase or decrease the power of the welding machine.
  • For Gas Cutting work Gas Cutting Set shall comply with the below-mentioned points:

    • Transfer the Gas cylinders through trolley only. (No cylinders shall roll on the ground)
    • Cylinders shall be tied with a chain.
    • While cylinders not in use, Put the Safety cap on the valve.
    • Use only Gas Cylinders with proper color code.
    • For cutting purposes, Use Acetylene & Oxygen, LPG for cutting is not allowed in the plant premises.
    • Fix the NRV (Flashback arrestor) on the torch as well as on the cylinder.
    • Fix the calibrated Pressure gauge & regulators on cylinders.
    • The hose shall be of good conditions and sound material, free of defects, and not entangled or kinked.
  • For Height work below-mentioned points shall have complied:

    • For working above 1.8 meters from the lower level, where fixed work platform or metal scaffolding with solid guardrails is not in place and from which a person could fall (i.e. fall from height) height work permit will be applicable.
    • Full body harness (Safety Belt) with double hook – Quick fix type, with shock absorbers, shall be used.
    • A type ladder with support in between is only allowed for height work. – A wooden ladder or Cable tray shall not be used as a ladder.
    • For external civil or other work, a metal scaffold is only allowed, a wooden scaffold is not allowed.
    • Where there is no provision to fix the safety belt, the lifeline shall be used.
  • For Confined and Vessel Entry Permit work below mentioned points shall have complied:
    • Only 24 V AC power supply is allowed.
    • A wire rope ladder is allowed.
    • One entry watcher (standby person) shall be available outside all the time.
  • For Hydra :

    • Load Test Certificate – Form-10 for Hydra itself
    • Load Test Certificate – Form-10 for all belts & chain slings used for lifting.
    • HMV license for Driver.
    • PUC Certificate for Hydra
    • RC book & Insurance of Hydra
  • For JCB :

    • HMV license for Driver.
    • PUC Certificate for JCB
    • RC book & Insurance of JCB
